1.          Background of the Organization:

The Society for AIDS in Africa (SAA) was established in Kinshasa in October 1990 during the 5th International Conference on AIDS and Associated Cancers in Africa, a precursor to the International Conference on AIDS and STIs in Africa (ICASA). The formation of the SAA with the support of the World Health Organization (W.H.O) brought to an end the practice of holding International Conference on AIDS in Africa outside the African continent. At the same time, it empowered Africans to address and respond to the challenges posed by HIV and AIDS on the continent. The SAA envisions an HIV free Africa with capacity to confront HIV and AIDS and its consequences as well as related diseases (such as Tuberculosis and Malaria). The Society also promotes positive environment and research on HIV and related diseases. The SAA is governed by an Executive Council drawn from South, North, East, West and Central Africa. SAA partners and collaborates with AFRICASO, Society for Women against AIDS in Africa (SWAA), NAP+, the Network of Youths in Africa and it enjoys the support of the UN-System, as well as various International organizations, including the International AIDS Society (IAS). SAA is the custodian of ICASA.

2.          The Society for AIDS in Africa hereby invites Individual or Organization to provide Consultancy service for the upcoming 19th International Conference on AIDS & STIs in Africa (ICASA 2017) to indicate their interest in the Assignment of [Monitoring and Evaluation]



Background: The ICASA 2017 conference will mark 15th time in as many opportunities that SAA has organized AIDS conference in Africa since the inception of the Society for AIDS in Africa.  As in past conference, this program will focus on: Proper monitoring and Evaluate of the processes and the quality as against international best practice which will be used to improve future events.  The Consultant will work with an experienced senior Program Manager, other volunteers and international experts. The conference is been held in Abidjan-Cote d’Ivoire. Between 4 – 9 December 2017.

Primary Responsibilities

  • To supervise the works of other Volunteers
  • To work and coordinate with the Program manager as well as the coordinators of various sections.
  • To collect data and feedbacks from delegates.
  • To assess the quality of service to be rendered to delegates. Work efficiently as a team with all component of ICASA 2017.
  • To design operational tools for execution of the project
  • Conduct other duties assign by the Director of the conference/ SAA Permanent Secretariat Coordinator


Terms and conditions:

  1. The Consultant will commence work on 1st October for the pre ICASA activities. The duration of the contract will be six months.
  2. SAA, as a Pan African institution, is committed to upholding the highest standards of professional and ethical conduct. The consultant will be expected to be aware of these expectations and to follow them carefully.
  3. The consultant will be compensated with a sum for the entire duration of the contract.
  4. The consultant shall bear the cost of his air ticket to and fro   Abidjan-Cote d’Ivoire. The consultant will be entitled to free registration to the conference.
  5. The course of performing official duties, the Consultant may be required to maintain both general and confidential information and files. As such, SAA related materials that are deemed to be confidential must be kept so. All SAA related materials that are deemed to be confidential must not be for personal or political purposes. If it is determine that the Consultant has violated this provision, it shall constitute ground for termination of this contract.
  6. The consultant shall ensure that a pre-conference survey is completed online no later than 5 working days before ICASA 2017 Conference.

The consultant shall deliver the report on 2nd post conference survey on or before 31st March, 2018.



  • Candidate must possess strong research skills, interpersonal skills, analytical skills, must be    solutions oriented and very well organized.
  • Advanced quantitative skills and expertise in the use of EXCEL, MS WORD, POWER POINT and other research analytical software.
  • Excellent communication and negotiation skills.
  • Fluency in English and French as working languages is mandatory
  • Ability to work under pressure and meet deadlines.
  • Excellent interpersonal, organizational capacity and communication and writing skills.
  • Ability to generate reliable reports for use in transactions.
  • Ability to deal with sensitive issues in a multicultural environment and to build effective working relationships with colleagues.
  • Must have at least 5 years in conference reporting, Monitoring and Evaluation.

3. Deadline

Expressions of interest must be received at the address below no later than 15th September, 2017 at 12:00am local time. Individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their Expression of Interest (EOI).

  • Educational level and qualifications for the proposed assignment 25%
  • Resource Mobilization experience 5%
  • Language proficiency (English and French) 30%
  • Knowledge of the conference and the Region 10%
  • Similar experience in the area of expertise of the assignment as described in the Terms of Reference 30%
